How can I get my wallet icon back?
The Wallet App hasn’t disappeared from your iPad - as it was never present. Wallet, as an App, is only found on iPhone.
Wallet does appear in iPad Settings - and here you can store your payment details that you may wish to use with ApplePay:
Settings > Wallet & ApplePay

I wish Apple would put one there, then. As a very low vision user who will eventually be blind, I use my iPad far more than my iPhone. There are cards I use on the iPhone that I’d like to have on the iPad. Thank you for answering so promptly.
The Wallet App is intended support and provide access to NFC (Near Field) contactless payments - this functionality not present on iPad as the required hardware components are not present.
