Apple Wallet

I can’t add a non credit type card to Apple Wallet. I’m trying to enter it as a pass. I opened Wallet, and then edit passes, then scan code. The camera opens, but nothing happens. The bar code doesn’t scan. I can take a picture of the card, but I can enter it into wallet.

That show read I CAN’T enter the picture into wallet.
