My Mac is the 2019 16-inch 8-core model.
I tried booting in safe-mode earlier, but then it couldn’t even find the update on the server.
Then I tried again in safe mode, changed the internet connection from 5Ghz to 2.4Ghz - did the trick.

Is your Mac managed by an employer, Or have a Profile, VPN or security software installed on your Mac?
Are you set as an Admin user in System Preferences > Users and Groups?
Even if Startup Security Utility is set to strict security, it should allow for Apple updates/upgrades.
I don’t know the answers to that yet, but I’d still try upgrading from safe mode:

Otherwise, I may try from another network, or another admin user if possible.
Hey again! Good step changing the dual band network to 2.4 while in safe mode, I’ll have to remember that, glad it worked out!
