Watch and phone not paired.

Power surges when my watch was on the charger. Watch does not work properly. Tried to unpair using my phone app. I thought it worked but the watch still is paired, maybe because of cloud data. Now the watch does not show up on my phone app. Unable to reset my watch on the watch. I removed the watch from my devices.

My I phone watch app is unpaired, but my phone is still paired, maybe by the cloud data??? I am unable to unpair from my phone app because it does not show up on the screen to unpair. Going to the watch to reset does not work also. How to reset? I am unable to pair by phone and watch.
