Resetting TCP/IP Stack via Commandline

My machine has been getting hit by big syn_flood attacks periodically. My data center is working on a mitigation solution but in the meantime, I'm still getting beat up pretty bad.

When the flood is really intense, it seems to KILL the TCP stack entirely. The only way to get it going again is a hard reboot (via LOM/IPMI). Now I already have a script running that detects when the server is unreachable. If there was some way I could "restart" not the whole server but just the TCP stack, that would be extremely helpful. That way at least the server would be able to come right back when the particular flood was over.

I could probably find a way to do the equivalent of "Make Service Inactive" but I don't know if that's effectively the same thing or not.
