cant use paypal

What help do you need, it clearly states in the screenshot you posted that paypal is not an option, find a different credit card to use.

There is no Apple and nobody here works for Apple in these user to user technical forums.

As stated the screenshot clearly tells you, paypal can't be used and to use a different card. So use a different card.
