You can't expand the storage on your phone.

If most of your storage is taken up with photos, you could pay for iCloud storage, and turn on "optimise phone storage" In this way full size photos are stored in iCLoud with much smaller previews on the phone.

Other than that, you have to delete stuff off your phone.
