How can I reduce file size of a photo saved as a pdf to upload to a website with file size limits

I need to upload a document as a pdf to a DMV site which limits file size. The document is 3 photos saved as a pdf. It is 40 MB, needs to be smaller than 15MB, yet still legible....

The easiest way (which should work regardless of the app you are using to create your pdf) is to export the images from photos in a smaller file size.


Select the images. In the file menu select export, in the next pane select a kind (jpg) size and quality (large/high creates a perfectly usable 180KB image from one of my phone pictures that is 1280x960 pixels), and then click export. Choose where to save, and then add to your document from there.
