iPad and iPhone are entirely different devices - with different functions and capabilities. Other than sharing significant elements of their respective Operating Systems (iPadOS vs iOS), they are not equivalent.


When used together, iPad can access and use many of the Cellular Text and Messaging features of the iPhone.
