Duplicate contacts on iCloud and Apple devices
After the Big sur update my contacts have been duplicated now I can see duplicates on my iPhone MacBook Pro and iCloud.

Actually, I managed to solve this problem in a few minutes by visiting https://www.icloud.com/settings/, scrolling down to "Advanced settings", clicking "Restore contacts" and then roll back to an older backup of my contact list (before the Big Sur update). Now all my duplicates are gone ☺️

I'm in the same boat. We use contacts for our business because it syncs with everyone's iPhones. I went from 4,700 to almost 20,000 contacts. Every group and contact was duplicated so there are now 4 of each. Not sure whether to forge ahead and use some 3rd party duplicate contact fixer.
First, log into the iCloud.
Click on "Account Setting>", it will display a page called "iCloud Settings"
Scroll down to the bottom of the page, you should see "Advanced" section right below "Family Sharing"
In the "Advanced" section, the first item is call "Restore Files"
The 2nd item is call "Restore Contacts"
Click on "Restore Contacts" and follow the direction from there
Turn off Contact synch on your computer under Settings/Internet Accounts. That stopped the duplicating for me. Of course, since all my contacts are stored in Google, it removed them from icloud, too.
I have my contacts both on my mac and in icloud for my phone to use. Prior to big sur, on the contact card on mac it would have a field for cards, and then list where the card was, on my mac and iCloud. This no longer seems to be respected, and instead of identifying each card in different locations, it seems to be creating a different card in each location. With this, when I look at my calendar on my mac, the birthday calendar shows each person's birthday because it's seeing the mac and icloud copies of the contact cards. Several times I have deleted all my icloud contacts and recopied them from my mac to icloud. This helps for a few seconds, but they seem to be copied as new cards instead of linked cards in multiple locations like they used to be.
I have over 20,000 duplicated contacts. I had 4,500 contacts, since installing Big Sur this afternoon I now have over 25,000. Some duplicates appear 50+ times. Nice work, Apple.

This fixed my iCloud contacts but they still show up duplicated on all my devices.
Edit: After restoring iCloud contacts then disabling google contacts on my devices, this fixed the problem.
