Disable or enable?

To enable the phone if there is passcode problem or the phone is disabled.

Passcode - If you forgot the passcode for your iPhone or your device is disabled.

If you want to disable the phone, have you considered a factory reset and then don't set it up?

Restore to Factory setting.
