I need help? My new iPhone 12 won’t allow me to make phone calls or send text messages.

You probably do not have an active and working SIM card in your new iPhone 12. It is probably still in your old phone. If your old phone is able to make and receive calls then remove that SIM card and install it in your new iPhone. That will transfer an active cellular service to your new iPhone 12.
