do I upgrade if it says I am out of disk space?

I have Mac book but I cannot upgrade it say my disk space is too low? I have been deleting pictures and videos. have drop box if I transfer files there I guess I have to delete them from my pro to make space/ any other suggestions? I have plenty of I cloud space not sure how to manage this though?

My iOS files and system is taking up 2/3 of my MacBook Pro storage space. My iOS files and system is taking up 2/3 of my storage space. Despite multiple optimisations of my regular files, I'm not able to free up space. Seems like a shame to move documents not even amounting to a single GB each, into an external hard drive.
