GPS not working on iPhone 6, ios 12.4.9

Hi GPS is not working on my iPhone. It is iPhone 6, iOS 12.4.9, network Jio LTE,

I have tried all the normal fixes

Reboot
Soft reset
Location services on, apps have always on
rest network, locations
toggle on /off : Bluetooth, airplane mode, wifi, etc.

somethings I couldn’t do:

turnoff the LTE: as my phone is not showing the cellular options in settings.

please advise.
