AppleSyncNotifier.exe - System Error

At startup AppleSyncNotifier.exe - System Error box pops up. Inside the box it says: The program can't start because icuuc36.dll is missing from your computer. Try reinstalling the program to fix this problem.
I uninstalled Itunes and all Apple and Quicktime programs in the order specified by Apple. At startup I'm still receiving this error without Itunes being installed. What am I doing wrong? How do I fix this?
