Contacts not correct in iCloud

I thought I had my iPhone contacts backing up to iCloud but the contacts listed there are not the most updated records. Is it possible to delete all of the contacts and start over? Contacts on my MacBook Pro are messed up too.

MacBook Pro 15″, macOS 11.0

If your contacts aren't syncing - If your iCloud Contacts, Calendars, or Reminders won’t sync - Apple Support.
