I never entered a passcode when prompted but now my iPhone is disabled. What can I do

When prompted for a passcode I declined. Now when I need to update, apple wants a passcode. I never had one. I tried entering my Apple ID and password but now I’m locked out ? I don’t want a factory reset. Why offer me the option to decline and then it doesn’t work? Help please.

You will need a computer with iTunes installed and the restore process will erase the phone. Follow the instructions in this link...
