Why is Premier (2TB) Apple One type subscription not available in Israel?

Apple offers the new Apple One service in my country, however I can't find the Premier plan which includes up to 2 TB of iCloud storage. I couldn't figure out why.

Apple One Subscription & iCloud+ Hi everyone! I currently have a 2TB storage subscription via iCloud+. I’m thinking of getting Apple One so I can get the other services (TV, Music,and Games). Question is, what will happen to my original 2TB subscription? Apple One in my country can only go 200GB storage. Enlargement of Apple One’s iCloud storage Hello everyone, me and my family have planned a purchase of Apple One services (iCloud + Music + Arcade +TV). The problem is that we need at least 2TB storage. In our country (Poland), maximum plan storage is 200gb for family (There’s no Apple One Premier plan). And there’s a question - can I purchase 2TB upgrade cheaper for the Apple One plan, or I need to just pay separetly for Apple One (icl. 200GB) and iCloud 2TB storage? Apple One Individual and Apple One Family are available in over 100 countries at launch, but Apple One Premier is only available in regions where Apple News+ is available: United States, United Kingdom, Canada, and Australia.

Also note that you can subscribe to one of the other plans and then upgrade the storage.
