A folder contains albums (i.e., you can add albums to a folder but you cannot add photos directly to a folder).

An album contains photos.

If you have a Mac as well, create the albums on your Mac and sync them to the iPhone with iCloud Photos. I am organising my folders and albums on the Mac and sync them to the iPhone with iCloud, which is working well.

On the iPhone it is really clumsy, because you cannot move the albums between folders. As you found out, you have to recreate the album in the destination folder, then delete the original album.

Thanks Leoni. I do have a Mac but I did a lot of that on my Ipad Pro last night and it synced to all my devices. Still have a number of folders to do. (Since I have photos from 2001 forward on my external drives, some of which I want on my devices). That didn’t occur to me even though I knew (DUH) that you can create folders on Mac and drag albums into them.
