While you can purchase unlocked iPhones at the Apple Stores, if you purchase one that is specific to a carrier, it is probably not unlocked. Only Verizon could unlock the phone, and that is if you meet their requirements. Most importantly, a US iPhone will only have warranty is the US, not in Chile.
You cannot order an iPhone from the US store in Chile. Apple will not ship internationally.
