PTA registration of Iphone

I have Iphone 11 purchased in last December from Scotland. I brought it here to Pakistan and now PTA has blocked it for registration. They are asking PKR 42000 for registration while the fact is I have already paid 121 pounds as purchase tax. Paying this amount is not easy for me and it is annoying to pay twice tax on the same device and specially when you have purchased the phone from your pocket money being student.

Is there anyone who could help me to solve this issue.

Thank you

iPhone 11, iOS 13

Hi thank you for such a nice response. All those links you have shared are not addressing the issue I am facing.

By block I mean device is blocked, I can not use it with any carrier until I pay the extra tax amount Pakistan Telecommunication Authority(PTA) demands, because there is a recent ruling introduced that all the devices bought from foreign countries needs to be registered with PTA by paying extra tax other than the purchase tax already paid. This is creating a lot of problem and right now I can use my mobile only with internet. I can not make any call or receive a call or text message. When I enter the local sim card of any carrier it simply shows no service. My mobile phone is now turned more like a simless ipad.
