How do I change the direction of the text in Mark Up...for example, I want to change the text to vertical or on a slant.

You cannot change the orientation of the Text Box in Mark Up in Photos (iOS & macOS).
If you do make the size of the text box narrow enough ... the text inside will wrap to adjust and appear vertical!
For slant ... sorry!
What do you mean by "Mark Up" ? Are you referring to Hyper Text Markup Language (HTML)?
Here is a text box with vertical text done in Word if that is what you mean. You could also just type in a text box, save the text box as an image and rotate the image.
Please provide more details about what it is you want to do.
