Playlist not syncing properly across devises with Catalina

I use playlist extensively including many Smart Playlist. I have since the inception of iTunes and highly curate my huge music library using playlists. I have noticed that not matter what i do to order tracks within a playlist on my Mac those track orders WILL NOT sync to my iPhone and iPad. This is highly frustrating.

Anybody else having this issue and is there a fix or something I'm doing incorrectly?

Philip, In the left sidebar, right-click the playlist name and check "Copy to play order."
