i cant see my apple pay card number in my settings

not sure which you are talking about.. but if you are talking about the Apple Cash account, I don't believe it has a card number. If you are talking about the Apple Card, you should be able to see your card number from within your wallet.
If you are talking about a credit card that you added to Apple Pay, correct.. you can't see those numbers. I just checked a few of my cards. Appears to be by design.
