I have a new iPhone 12. I synced my old phone but the data transferred to the new phone filling up the device storage. All the settings are correct for iCloud. Why won’t my data transfer to iCloud?

That’s not how iCloud works. iCloud is a syncing service, not an off device storage facility. Buying more iCloud storage will not allow you to offload device storage to iCloud. You need to make more room on the device itself.
