System extension blocked but no allow button?

I updated my mac and now every time I turn it on I get an 'attention required' notification saying the cisco anyconnect system extension is blocked, but when I go into system preferences there is no allow button? Any advice?

ventura system settings network settings submenu missing (the actual network settings pane is blank) iMac 27” Ventura 13.1 Systems Settings -> Network has no info on the submenu (or rightside pane). It’s blank. I can run the terminal command networksetup and all my ethernet settings will display and I have no problem with ethernet connectivity. Only the System Settings do not display. I have tried safe mode, a new admin user, a new standard user, and reinstalled Ventura. Nothing changed. On this iMac the System Preference is broken (it works fine on my wife’s MacBook). Additionally, in Wifi, clicking on details does not work. The Details button is not greyed out. Clicking on it does not open the next window. I also booted to recovery and ran first aid in disk util for Data, HD, & Volumes and all checked ok. Love to have a solution to this mess.

Below command in terminal should help to check if you can allow or not.

spctl kext-consent status

that worked in that it told me it's enabled but still doesn't open up web security and other functions of the anyconnect client
