Safari is an integral element of iOS/iPadOS; it cannot be updated independently of the installed version of the Operating System.

If your iPad is capable of being updated to the current version of the OS, for iPad Air3 (as inferred from the tags appended to your post) you should be able to update your iPad to iPadOS 14.2.
