To get started, make sure to give them distinct names. If you’re signed in with the same Apple ID on both devices, they will sync with each other which means any adjustment made to one will instantly take place on the other.

The fact is, it's not possible to transfer settings from one Apple TV to another. Only Home Screens will synchronize. Everything else needs to be set up manually, which, of all the iOS devices, this is the worst possible candidate for such a setup. Unlike an iPhone which can be held side by side with each other to copy settings, you'll need a second TV to hook up to your new Apple TV to avoid switching cables back and forth, over and over with each copied setting. Bad user experience for a company that praises itself on user experience.
