I just bought a new ipad and transferred all apps from iphone. All installed except two. I get a message "unable to install. Try again later." Should I delete apps and try again? Will I lose the data? They work fine on phone.

Restart the iPad and try downloading them again. And if you delete the apps, then the data can be lost.
Do they appear dark and show waiting under them? Are you connected to a stable wi-fi connection for them to download?
It shows the cloud with a downward arrow. Not dark or showing “waiting”. The wi-fi is in my home (stable) and it is only two out of around 20 apps apps that won’t install.
