My iphone 4 says connect to itunes

I’ve charged my iphone 4 but it says iphone is disabled connect to itunes but I don’t know how to connect my apple id to it (I’m sending and trying on a ipad 7th generation and this is my first iPhone)

If your iPhone is disabled, you need to follow the instructions in this support document to restore the device. If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support Hopefully you have a backup, or else you are going to lose all of your data.

The iPhone is locked then. Sounds like you cannot get past the lock screen and passcode. You need to restore the phone. Follow the instructions I gave you for the disabled phone.

All it can do is emergency calls I’m trying to press it its not doing one thing except emergency calls

What do you mean it is a new account? Did you just receive this phone from someone and you are trying to activate it? Rather than short answers, how about you explain exactly what it is that you are trying to do, what is or is not happening that you would expect and any errors you are seeing.
