My iPhone storage is full but about 70% of it is "other." I've tried clearing website history, deleting old messages, and clearing podcast data but only a little difference. How do I get rid of all of this other storage?

Going to be really honest with you, I have had this "other" issue. Part of why I got rid of my iPhone 8 and upgraded to a new iPhone 11. Was told to not restore from a back up, so I built the phone from nothing. I still have this "other" issue and have not found a single solution that works. I was factory resetting my 8 almost every single week to just flush it down to 3 gbs and it would just increase with use.
I haven't found a reasonable explanation or even a fix for it.
