my macpro has the latest update: High Sierra 10.13.6 but will not allow the latest updates of Photoshop and Lightroom. what do i do
Those are not Apple products. They are Adobe products.
The current versions of photoshop and Lightroom require macOS Mojave as a minimum (macOS 10.14).
They are not compatible with macOS High Sierra.
