Trying to migrate from external back-up hard drive to my newly repaired Macbook Pro (15 inch, 2017) Received error "This source contains a newer release of macOS. Your Mac requires an upgrade before you can migrate from this source." I don't understand what update?

You will normally get this error if the macOS version that was installed when the backup was created is newer than what's on the computer you're trying to restore to. This wouldn't usually happen with a repair, but is it possible that, for example, you backed up with 10.15.7 installed and the computer came back with 10.15.6 and you haven't updated yet?
If you haven't already, go to System Preferences -> Software Update and see if there is anything to install there. If there is, install it and see if that resolves the issue. If not, what exact OS version are you running? (About This Mac from the Apple menu will show it.)
