Not sure that you are seeing on your screen when you attempt to download apps from the App Store.
- Do you have enough free storage space on your iPhone? If YES then see next point.
- This could be due to the settings in Screen Time Restrictions:
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ iTunes & App Store Purchases ➔ Installing Apps : Set this to Allow.
