Does the late model Apple MacBook Pro 13..3" inch with Quad Core Intel i5 ( late 2020 model ) support 4K video editing and playback with built in HEVC codec hardware?

My question pertains to HEVC and 4K video editing and playback. My current Apple MacBook Pro 13" inch Retina screen is a late model 2013. I recently started shooting 4K and 2.7K video with my GoPro HERO 7 Black. The 4K footage is coded in HEVC. I used iMovie to edit my videos. However, my MacBook Pro and iMovie cannot handle anything more than 1080p. I am considering upgrading to a new MacBook Pro 13.3" inch withe upgraded Quad Pro Intel i5 core. But I need to know if the new Mabooks support HEVC and 4K editing? Is HEVC feature in hardware or done through software? Can the MacBook Pro connect to external 4K monitor? Thanks.
