Keeps saying mms not enabled

MMS is a carrier function. First, go to Settings/Messages. Do you see a switch to turn on MMS? If not you need to contact your carrier and ask them to provision MMS on your account.

Also, MMS requires cellular data, it won’t work over Wi-Fi.

Have you enabled it?
