I got a apple watch from someone and they never removed there iCloud account and I don’t know there iCloud information so I can’t use the Apple Watch so what do I do?

Unless you're able to contact that person, you won't be able to use the watch. The activation lock is an anti-theft measure.

The iphone is sent by related family person from out of country he forgot his apple id.. he know nathing....
