I cannot get any gc messages nor send any unless I turn on my cellular data. I have the SMS and MMS and the gc messages receiving icons all on, and yet I still don’t get anything. Please advise me soon!

Oh well that’s what I have been doing. Is that the only option though for receiving messages from non iOS users and iOS users?
Yes, unless you want to switch to a different messaging platform, which everyone you want to communicate with would have to download and log into.
