where are you seeing 'network dictionary'?

if you look in Settings > General > Reset you have options for Reset Network Settings and Reset Keyboard Dictionary.

In both cases, yes, you will need to enter your iPhone passcode.

If you don't know the passcode that you use to unlock your iPhone..
