What you're seeing is most likely a form of adware or malware. A great place to start would be the steps in About pop-up ads and windows in Safari, as they explain a few ways to keep popups from occurring on your Mac. If that doesn't work, you may also want to check the extensions installed within Safari. Check out the "How to turn off or uninstall extensions" section of How to install Safari extensions on your Mac for additional info on that.


If the issue remains after removing any unwanted extensions, you may consider using an app like MalwareBytes to remove installed adware. This isn't an app made by Apple, but it has been known to be helpful in situations like this, and there's a free version available for convenience.
