iCloud contacts

I have an iPhone 11, a MacBook, and an iPad 4 mini. I cannot seem to get my contacts to merge. The only contacts that sync are my old google ones. I have tried toggling and untoggling the contacts on each device. Not working. My husband syncs fine, however my children (who were obviously added much later), will not sync. Along with newer numbers. Please help.

Contacts won’t sync across devices I have followed the steps of turning off my iCloud contacts on each of my devices. Powering down and then restarting. then turning iCloud sharing on contacts for each device. Prompted to merge. Still not updating on my iPads where the contacts. Any other instructions I can follow to fix sync problem? Thank you.
