If you forgot your passcode and its disabled, are you able to sign into another device ? wouldn't it make you put that same passcode in the new device bringing you back to square one ?

Passcode is nothing to do with iCloud. It’s the code you use to unlock a device you’ve already set up for use. Like the combination on a safe. You set it up on the device in question and it works only on that device. It isn’t stored anywhere (except in your memory or if you’ve written it down). A passcode cannot be used to open devices other than the one it was set on - though you can set up the same passcode on different devices if you want to.
The only place a passcode is stored is on the device itself. So while you can sign in to a different device that will not open the device that is disabled.
Okay so that brings me to this question, when you sign into your iCloud on a new device, doesn't APPLE automatically link your iCloud to that passcode with the last phone you used your iCloud on ? if that makes sense

Are you asking about the passcode to unlock you phone’s screen or your Apple ID/iCloud password? They are independent of each other.
