DISABLED ITUNE AND APP STORE

My iTunes account has been disabled with a valid debit card on file. Can’t even apply my pay pal account or access the App Store. I have changed my username and password as of recently thinking this might help and signed out of all iCloud, FaceTime, iTunes . What gives?

"Contact Apple Support for help.

If you see a message that says "Your account has been disabled in the App Store and iTunes," there might be a problem with the payment method that you have on file.

When you see the message, don't try to edit any of your account information. Instead, contact Apple Support for help."
