You can't, it is not yet supported. Supported languages are published in the tech specs:

Oops sorry, you're right Marce66. Lietuviu doesn't appear in "iPhone Language".

I suggest that you ask Apple Support directly, using this link:--> Get Support

In PREFERRED LANGUAGE ORDER, I do have Lithuanian (Lietuviu) at the top.

But I want the whole device to be in Lithuanian.

That is why I go to Settings > General > Language & Region > iPhone Language to select it

But the list of languages there is short, when filtering by "L" the only one that shown is "Español (Latinoamérica)"
