Hi 1n9u9k2,
Thanks for coming to Apple Support Communities for help today with two-factor authentication and your iPhone 4.
Two-factor can't be used with the iPhone 4 because it won't run iOS 9 that is required. Please see: Two-factor authentication for Apple ID. You may be able to type the two-factor code after your Apple ID password.
"What if I use two-factor authentication on a device running older software?
If you use two-factor authentication with devices running older OS versions—like an Apple TV (2nd or 3rd generation)—you might be asked to add your six-digit verification code to the end of your password when signing in. Get your verification code from a trusted device running iOS 9 and later or OS X El Capitan and later, or have it sent to your trusted phone number. Then type your password followed by the six-digit verification code directly into the password field."
Have a fantastic day!

1n9u9k2,
Thanks for getting back to us. You may be able to set up your Gmail inside the Mail app, but the official Gmail iOS app requires at least iOS 12.
If you are having problems getting Gmail installed inside the Mail app, you'd need to contact Google. It may no longer be compatible with iOS 7.
Cheers,
Can we restore our Gmail I'd in iPhone 4
