I forgot my passcode and I need to reset the phone that I have with this icloud

Follow the directions in this link --> If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

For issue with forgotten passcode https://support.apple.com/en-ie/HT204306

But if the device has activation lock on, you need to know Apple ID and password for it in order to use the device.
