I get a message saying I need to update Safari when I try there are no updates available

by looking at your post, you are running OSX 10.11 El Capitan. the most recent safari that you can run is version 11.1.2. to upgrade safari past that, you need to upgrade the OS. here is a page to see if you can run a more up to date macOS.
