What is the exact error message that you get? It sounds like your phone is carrier locked and you will need a SIM card from that carrier or ask that carrier to unlock your phone.
Contact AppleCare, give them the model and serial numbers of your iPhone and ask them what carrier it is locked to. Then contact that carrier and ask them what their unlock policy is and if you qualify
