Because Apple IDs should not be shared as they are personal account identifiers and sharing one means all devices logged in to that Apple ID are assumed to belong to the same person and as such calls may want be taken on any device owned by the same person.
If this is not the case, then each person should have their own Apple ID, and not share one. There is no real support for sharing Apple IDs and lots of unintended sharing of things like calls and messages and content can happen.
Don't share an Apple ID. Each person should have their own Apple ID, including children.
