If you are seeing that it is up to date with iOS 12.4.9, then you have an iPhone 6 Plus not a 6s Plus. Go to Settings>General>About>Model Name. What do you see?

You will probably see that you have an iPhone 6 Plus and NOT an iPhone 6s Plus.

correct, iOS 12 is the end of the line for that model phone. for newer iOS, you will need a newer iPhone
